Thanks for the tips in your post: http://blog.austinheap.com/2009/06/15/how-to-setup-a-proxy-for-iran-citizens/

I've enabled squid with the netblocks you provided on my dev server using default squid port 3128 :

DNS dev.atlbbs.com, ipv4
IPv4 69.61.20.58
IPv6 2001:1938:80:97::2 (not tested yet...)
